... if everyone eligible to vote received a transferable voucher conferring the right to vote. Everyone who legally owns a voucher would have the legal right to sell the voucher. Someone who legally owns many vouchers would have many votes. Many people who are eligible to vote but choose to not vote would probably sell their vouchers.

If people cannot buy vouchers, then they use TV to influence voters.
