Who's going to collect the procrastinators' returns? Will everyone's return be considered timely or how is that not going to work?

for federal returns. Also the USPS will be up and running. Thing is, if you are due a return and haven't gotten it already and the govt. shuts down you won't get it until it is back up and running.

It's the 18th and they are open for business to collect taxes & forms.
