One key difference is that Batman gave the "total information awareness" to an independent agency and provided the means of destroying "information awareness" from the outset.
The director isn't always the final authority on a character's motivations. For pity's sake, Ridley Scott thinks that Deckard was a replicant, for crying out loud!

I've suspected his bullshit Libertarianism for about 25 years, and I have to admit that he's seldom done anything to make me question it.
I'm less certain about Nolan's personal political views, though; I haven't read enough about them to evaluate them independent of his art.
And I hate cracked.com, because when I click on it I'm magically trapped there for about 30 hours while I read list after list after list. Damn you, cracked.com! Damn you!
