there is a way to do it.
First don't let 'I wouldn't do that' effect what you think some others might do. Most people are more good then bad, and would not do what some people do. So they think nobody would do those things. They think that there are not psychopaths causing problems, instead of doing to remove the psychopaths that cause problems.
Basically many think, that can't happen. They think things like all people care about other people, or work for other people, they do not know a very few, and some in some positions to have some effects, think doing the terrible is actually good, and is doing what nobody else would do, and have created some sense of honor in their minds by being psychopathic and uncaring. Some are just burn outs and do not care.
But again they are very few people like that, and they are limited.
But on the topic of thinking on conspiracy theories.
First ask is it possible. Does the tech exist, or could the tech exist to do something.
Then follow the money, see if there is a motive for someone to do something like that.
Then see if the action, if terrible as many conspiracies are, matches the other actions people in those groups were willing to do.
And most of those thoughts will be about guessing what other people think and what they might be willing to do.
But know some believe strength is having the will to do what others will not do, and many other sayings about being terrible.
But anyways, many 'conspiracies' are possible, but them being possible, does not mean they were done that way.
9/11 could have been from a few groups, I doubt very much it had anything to do with any religious extremism, or any nation around that topic. And even if some in those groups use terrorism, that is like an extrema case of astro turfing by other groups in reality. The religious extremist are used to do bad and dumb things by people that use PR on them, including some Machiavellian PR. Same thing, is done in other countries that can get people to approve of things like wars that kill thousands, when wars are actually more about consolidating global control systems.
So it could be any group that did it, but I doubt it had anything to do with what people were told it was about.

Here is a good conspiracy theory to show how to think on such topics.
Could a group mount electronic warfare equipment to be used directly against people, mounted on helicopters or other things in flight.
So you ask is it possible, could radiation, or some elecro magnetic, or other strong energy items that would cause some bad effect on a person by broadcast from something like a helicopter be used. We know em fields cause a variety of cognitive issues at high energy levels, and radiation can damage brain cells at low levels or worse at higher levels.
Then you ask, if it is possible, are there types that would build it, and possibly use it.
Then you look to see if there is any observational evidence such systems were or are used.
you don't let something someone says get you to believe something, you try to figure out based on past patterns if you think such a thing might exist.
