That's another thing that makes this poll impossible to answer. Among a certain set, there wouldn't even be much sex without alcohol being involved. That's why there's a bar scene. Beer glasses aren't gender-specific. At a level far below being drunk, alcohol decreases inhibitions and lets shy persons do what needs to be done. At that level, propositioning can come from either sex. If someone's falling-down drunk or seriously impaired, then sex shouldn't even be considered. That falls into the rape category.
Your poll is too poorly defined to be answered.

If the person being propositioned can blame their acquiescence on strong drink, I don't see why the same shouldn't apply to the one doing the propositioning. Now, if it's some totally unbalanced thing like, one person is fall-down drunk while the other hasn't touched the stuff, that's different. But I don't think that's the way it tends to play out.
