1. IQ Test. 2. Competency in understanding how gov. works by passing exam. 3. Mental competency evaluation.

I'd wager a large number of elected conservatives (CERTAINLY not all...Hello Allen West? :P ) would pass these 3 simple tests without ever once having to change their 'positions'.
I'd rather see publicly financed campaigns, no tv ads (internet/print only), with a set cap on spending and absolutely, positively no donations of any kind, on a one-term basis. This allows any person to run, not just the wealthy, and makes the long-term effects of massive corporate bribery virtually non-existent. Platform printings and one to three hosted debates would be the vast majority of information to the voters, and voting requires attendance to at least one event or a copy of the platform (no completely uninformed voting).
I'd agree with the latter two of your tests in addition, though. I dislike the first one, as IQ tests are notoriously unreliable. A few weeks ago I discovered I have an IQ of 95, 110, and 185. All in the span of an hour or so. :P Maybe I get smarter as the day drags on? :)
