Whining? That's the word you wanted to use? Really?
How about moaning for help or crying out for help?
But then this was a resident of the town and I'm sure she was under a lot of stress that day.

you mean it comes up as the first definition. But then you see their examples of it being used in a sentence and the first 5 of 6 show it in the useage I would say is most common.
Examples of WHINE He's always whining about the weather. Quit whining and finish your dinner. “I want to leave now,” she whined. The workers were whining that the office was too cold. The dog was whining because it wanted to go out. The electric saw whined as it cut through the wood.

people often misuse the english language. And, as you said, stress probably played a role.

REally?! Have you heard a freight train lately? They really don't make a lot of noise unless you're talking about the horns. And I don't think tornados sound like train horns. Aside from that, it's more like a low rumble and light thumping over the seams in the rails.
