(6,709 posts)Protection for migratory birds is the result of an international treaty (1918), and treaties have the same weight as the Constitution. I assume environmental groups will sue, and can probably get an injunction. Of course, the problem is enforcement...and if I recall correctly, the new Russian sanctions (passed unanimously or close) have yet to be implemented.
This mofo needs to go, sooner the better.
