How come he was offered bail? I'm guessing they had no choice, and the potential sentences were not enough to make no bail an option.

Granted, it's not a leak, simply a reiteration of existing policy and guidelines, but it's pointed enough to put the fear of God into the rest of Trump's gang in hope the choir of singing canaries will get bigger and louder. I'm guessing that's what they were going for.
