It’s not just the IC’s assessment that the Russians were trying to elect Trump. An indictment returned by a grand jury in the Mueller investigation concluded the same.

Here's the part of the MUELLER indictment that alleges the Russian troll/identity theft operation was intended to disparage Clinton and help Trump.
