This would only serve as a "distraction" from the election in a negative sense, as in "Trump has bigger problems than a congressional seat lost."

This is establishing the point that Russia is now the world's sole superpower, as we now dance to Emperors Putin's tune on every issue.

and Putin arranged it, or Putin felt that Tillerson had accomplished enough and arranged it. Either way, the decision for Tillerson to be replaced was not made by Trump.
