What can be done with juvenile offenders?

I saw a news story out of Milwaukee, 5 kids, ages 14-17, stole a car and went on a wild high-speed chase, turned out 4 of the punks already had outstanding warrants.

If I sound like I have no sympathy for these punks, you're right. They do *NOT* have to steal cars like this, they do it for "fun" and to use the cars to commit other crimes like smash-and-grab.

Then it sounds like you've already come to a conclusion and are not really interested in hearing what the options are.
