Was it was partly due to the Atlanta situation but also due to the recent detection of Russia's intelligence on our nuclear power sources. (Sorry, I'm not choosing my words well for some reason.)

Left unsaid was whether Russians might still have ability to get in and shut down large parts of our grid.
