The WH and POTUS are governmental positions paid for by U.S. citizens. If he uses the format for an official capacity they should not be blocked.

I suppose one could argue he could maintain a private Twitter as a private citizen, but he chooses not to do so. I believe the WH said his tweets were to be considered official a while back. They were ridiculed for it, but they said his Twitter comments were to be official.

Easy solution: act Presidential and get your ass off of Twitter.
