by refusing support, especially after announcing another incompetent replacement for that position. He's trying to privatize the VA, which a huge majority are against, so they need to rally the troops against him , and his plan to hurt them. His bait and switch saying he's for them, then doing this says the opposite. Trump's trying to rob the VA system, not help it.
