President Trump on Tuesday said he wants the military to secure the U.S.-Mexico border until his big, beautiful wall is erected. The White House later said Trump wanted to use National Guard troops.
But as of Wednesday afternoon, it was unclear whether Brown a vocal critic of Trump and his administration would be open to such a move.
Brown declined in 2014 to deploy National Guard troops to the Mexico border when Texas did so in response to an influx of immigrants.

In any case, Governor Brown need not accomodate Trump's odious (and arguably illegal) plan. But Trump may go ahead anyway.
if the National Guard is federalized, they are federal troops and subject to the Posse Comitatus Act and therefore prohibited from law enforcement activities. The justification for the use of federal troops to enforce enforcement of integration orders was the Enforcement Acts of 1870 and 1871 which would not be available to guard the border. Federalized National Guard troops could be used for intelligence, logistic, etc. support but could not detain people at the border.
The legal actions aside, the military is not trained for such missions. It would be a terrible use of already over-extended troops.

(90,714 posts)In the face of other people's speculations, I tried to imagine Gov Brown's possible response. In my estimation, Jerry Brown is a wise man with a lifetime of governmental experience -- whatever he decides to do will be based on that.
Trump, otoh, constantly proposes illegal activities, without the slightest idea that they are illegal. This is one of them.
