Not a Spoiler..About paying the Olympics people to challenge a score

The Japanese men challenged a score tonite. Apparently the application for challenge must be accompanied by a payment which is returned if the challenge is successful. I find it interesting that they are the Japanese team participating in London, and they paid their application fee in US dollars. He had the cash in his hand and a US $100 bill was on top. Anyone know why this would be?

1. A lot of international fees are denominated in dollars

2. I'd guess the IOC cant afford to take the currency of every one of 200+

countries. The dollar makes sense as a base currency.
