Is "Watergate" built-in to the Constitution?

I was always taken by HRCs 2017 speech at Wellesley College when she said:

“We were furious about the past presidential election of a man whose presidency would eventually end in disgrace with his impeachment for obstruction of justice," she said, pausing to note she was referring to Nixon.

Sure - she was referring to Nixon - but was this more than just a subtle jab at Trump?

In other words - was she basically saying "This person simply doesn't understand how to do this job, nor do they have the character for the job - but, don't worry, the Constitution will take care of them"

And the way the Constitution does this is - well - it sort of plays out like Watergate...regardless of the underlying issues.

Does the Constitution guarantee that "obstruction of justice" WILL occur if someone tries to operate outside of Constitutional Boundaries - or disrupt the balance of power?

These are the Constitutional-type things I suspect smart people understand in very specific ways...people like HRC and BHO.
