(1,923 posts)The only machines used are the tabulators, which just make counting quicker. The original paper ballot is still stored physically in the machine in case an audit is necessary. From what I remember hearing there were some issues with a few older tabulators double counting, but it was isolated in a heavily democratic detroit precinct, and only to a couple of the oldest tabulators. They hand counted the affected ballots.

(16,179 posts)If a recount of paper ballots show that the total number of ballots is not the same as the original tabulated total, then the recount is not used and you go with the original numbers.
Some boxes were opened, or seal broken, and therefore they couldnt actually do a recount.

(9,527 posts)Wisconsin partially recounted by hand. It showed no statistical difference from the machine recounted counties. The biggest issue was user error such as not fully filling the circle.
There is zero evidence votes were changed.

(15,512 posts)The hacking of state and local election databases in 2016 was more extensive than previously reported, including at least one successful attempt to alter voter information, and the theft of thousands of voter records that contain private information like partial Social Security numbers, current and former officials tell TIME.
In one case, investigators found there had been a manipulation of voter data in a county database but the alterations were discovered and rectified, two sources familiar with the matter tell TIME. Investigators have not identified whether the hackers in that case were Russian agents.

So what about the manipulations that weren't discovered and rectified? And how come PA and MI refused to fulfill their legal obligation to provide vote recounts to a candidate who met all the deadlines and payed all the fees?
