It's actually from The Joint Armed Forces of Washington Luncheon.

The JAFOWL Committee is comprised of representatives from the officers’ spouses’ clubs of the five military services; Army, Navy, Air Force, Marine Corps and Coast Guard. The committee arranges the annual luncheons to promote and celebrate the unity of all military officers’ spouses.

That explains why the women in the photo appear to be on the older side for military spouses, since they are all women married to officers, who tend to be older than other enlisted men.

Also there are photos from the event that do include several non-white women (such as the one at the link provided).

It's from a Joint Armed Forces of Washington event. The photo is from The Air Force Officers’ Spouses’ Club. This is a social club that has existed since 1940. Photos from their events while Obama was president are similarly comprised almost entirely of white women.

AFOSC members enjoyed military spouse fellowship, a wonderful lunch, and guest speaker, Ivanka Trump, at our Joint Armed Forces of Washington Luncheon in April. Mrs. Trump shared her graditude for military families and her work to address military spouse employment and entrepreneurship. Congrats to our JAFOWL committee for this tremendous success!

Hi, @RonaldKlain. While I don't defend the current administration, I do as a journalist defend the truth. This photo was with the Air Force Officers' Wives Club. The Air Force is more than 75% white at all levels, and the officer corps--particularly over O-3--is near 90% white.
