this sign is most likely in Kansas City, MO as in Missouri.
I doubt that Kansas City, Kansas welcomes 25 million visitors a year, anally or otherwise.
Always a source of confusion to everyone not from Kansas City, Kansas... (to be accurate, Overland Park, KS)
