October, 11 days before the election to spring that info to the public.

That was no accident, he purposely timed that release to swing the election to trump.

There should be consequences.

trump knew Comey helped him win. So he attacks Comey to hide his guilt. Always think of "Lock her up! Lock her up!". trump may have some degree of prescience.
