Sen. Graham knows that Jefferson Beauregard Sessions III is not long for his present position, and Graham would dearly love to leave behind the dysfunctional Senate for the dysfunctional Department of Justice. The difference being that in the Senate he is just one of 100, but as Attorney General, he'd be in charge of the Department.

This performance is signaling to President Trump that there is someone waiting in the wings when he finally tires of Sessions.
