We also underestimate what desperate people will do when they no longer have clean water and food.

Rubio is essentially saying "I don't believe in man made climate change, but man can fix it. Also, do go asking for more funding to fix it because that's not going to happen."

His attempts to sound "moderate" a so ridiculous.
