He realizes, if dimly, that the House now has some power that he doesn't quite understand but that he needs to control somehow. And he knows only two ways to proceed: either by bullying and threats, or by sucking up and making his adversary think they can do a deal with him. I don't think he realizes that Pelosi can be neither bullied nor co-opted into one of his illusory deals.

I think hes saying that because he think his base is stupid. Nothing makes them froth and foam at the mouth more than Nancy Pelosi (except maybe Hillary Clinton).
