Building a hotel in Russia isn't illegal. Making a deal to build a hotel in Russia that might have included a $50M penthouse for Putin but falsely claiming during the campaign that there were no deals in Russia with the result that Russia now had compromising information is a whole 'nother thing.

He knows damn well that the "building a hotel in Russia" is not the problem. It was the other things you said because of the lies told by the Trump campaign and Trump himself, AND because Trump was trying to use his run for president to secure a deal to enrich himself, and had that deal gone through, it would have created a significantly compromised link between Trump and Russia. The conspiracy is the illegal act and it was undertaken with corrupt intent.

Hillary using her own server was legal and known to both the Administration and Congress - and she never lied to anyone about it. So, I'm sure Rand Paul never saw any issues with that either.
