He doesn't have the balls to actually take on Trump for the nomination in 2020 (if Trump survives that long) so in his mind either Trump wins again and is term-limited, or the democrats win which means either way he can't run until 2024 when he's still a relatively "young for the presidency" 66-years-old. However, he at least knows that working for Trump in such a high-level position would be enough to taint him and make what would probably be his last run more difficult.
