Serious questions about sealed indictments - can they be made known even as they are kept sealed?

I'm thinking here of Individual#1. Can Mueller seal an indictment for service upon his leaving office? I suspect that answer is yes. If he does that, can he let the indictment's existence be known? Are sealed indictments by definition or law secret?
