The assets seized from individuals like Paul Manafort are paying for the investigation, but Trump doesn't get that. Ironically, it's kind of like Mexico paying for his wall, but true. Trump's "best people" are paying for the investigation.

The difference compared to investigations of the Clintons is that there are actual crimes being found. Indictments, trials, then sentences are producing funds that more than cover the costs. The final trial will likely not pay out when we find that Trump dosen't have the funds to pay his fines - I'd be happy to see him die in prison.
