The investigation concluded it was a slush fund.
Look at it, it's a slush fund.
Occam's Razor says... It's a slush fund

If it slushes like a slush fund and funds like it's a slush fund, it's a slush fund.

But seeing the Republican conspiracy theorist response has been... illuminating to say the least.
