A lot of things that are crimes to you and me get glossed over in the world of high finance and big business because the laws there often have a component of "intent." That is, in order to impose criminal liability, prosecutors have to prove that the guy that swindled you intended to swindle you. If the defense can persuade the jury that it was just a happy accident that their guy sold goods or services far in excess of their actual value, and that he didn't mean to do his customers out of all their money, then the jury has to find the defendant not guilty according to the law.

Trump has conducted his business dealings for decades on this basis. He might have to disgorge some of his profits, or pay a fine, but he's never at risk of going to jail because it's so difficult to prove that he intended to cheat people. Sadly for Trump, campaign finance laws don't work that way.
