(6,110 posts)"Reconciliation is a legislative process of the United States Congress that allows expedited passage of certain budgetary legislation on spending, revenues, and the federal debt limit with a simple majority vote in both the House (218 votes) and Senate (51 votes). Senate rules prohibit filibustering and impose a 20-hour cap on the total time for debate, motions and amendments related to reconciliation bills. The procedure also exists in the House of Representatives, but the House regularly passes rules that constrain debate and amendments, so reconciliation has had a less significant impact on that body.[1]"

(8,678 posts)in such a way where they just needed simple majority but they didn't do that for some reason. Not entirely sure why but yes thank goodness!

(14,249 posts)She told him he didn't have the votes, but if he thought he did, hold the vote. He did nothing for a week and had no intention of holding a vote - because he didn't have the votes - UNTIL the right wing went medieval on him today. THAT'S when he pulled out all the stops, called in his favors, made who knows what kind of threats to get exactly the number of votes he needed - 217 and not one more - to drag this thing over the line.

(4,842 posts)Given the way he was outclassed by Pelosi, I just wondered if he didn't stew over it and push to prove her wrong. However I saw reports that Pence assured everyone Trump would sign the CR, so I believe you are correct. He simply caved to the extremists. Still may have been outmaneuvered as now those who voted for the wall are on record and will be stuck with that vote in 2020. Not all are from far right districts I'm guessing. The Senate vote should be interesting
