But I think that there is more going on that meets the eye. Consider that the FBI is currently investigating Whitaker's fraud schemes when in private life. It's possible that his own DOJ has varying degrees of latitude regarding how aggressively they are pursuing the investigation, depending on how much of a threat Whitaker is to the integrity of the DOJ. Whitaker has few allies in the DOJ, if any. They all know he's a stooge. They'll tell him that he will tow the line on ethical behavior or they'll throw the book at him.
I know it's a fantasy. I'm only going on intuition. But something's going on at DOJ that is driving the undercurrent against Trumpy. And Whitaker has a pin stuck in his back. He's trying to keep Trumpy mollified while playing nice with the rest of DOJ. The refusal to recuse was a tip of the hat to Trumpy. My guess is that he's not going any further than providing lip service. Whitaker has too many skeletons in his closet.
