If Trump doesn't cave on the $5B number, and Senate Dems don't cave on the $5B number, and House GOPers don't even take a vote on the bill that already passed the Senate... and the shutdown lasts through to the new Congress on Jan 3rd.

Then the Dem House passes a bill, without the $5B (perhaps the $1.6B which the Senate already passed). The Senate votes on the House bill, but uses a voice vote so individual GOPers don't have to go on the record, and it passes. Now the bill is on the President's desk. He refuses to sign it, but he doesn't veto it either (perhaps because he's getting hammered on FOXNews and FOXBusiness (or whatever it is called) for the shutdown, but he can't bring himself to reverse course either). So we wait another 2 weeks, and the bill becomes law, without Trump signing it.

And that's all it takes to force a roll call vote.

2. Thing is, nobody knows what Trump is going to do, not even Trump.

He could just tweet, "I'm using my emergency powers to end the shutdown. Everybody go back to work."
