The banks which have been suggested by some of them as possibilities are not government owned: Deutsche Bank is a publicly traded company, as is the Bank of Cyprus. Alfa Bank is privately owned. But there are other banks that are state owned. There are a bunch in Switzerland, owned by the cantons there. Then there are the Middle Eastern countries.

Perhaps this involves individuals' travel records: there are numerous state owned airlines.

It would be somewhat amusing if this turned out to be completely unrelated to the Special Counsel's investigation, although given how intent everyone is in keeping this out of public view - i.e. closing off an entire floor of the courthouse - it must be something major.

Don't know why they think that they can avoid complying, since they or branches operate in the US too and also, US probably has reciprocal action on behalf of other countries doing the same for US companies.
