And I think it was only 6 years under Obama. Obama had both chambers for the first 2 years, that is how we got the ACA through

Next January (2020) I believe. John Bolton was a recess appointment by Bush as a UN Ambassador. He was there like a year or so.

unless the Senate confirms them to the post during the term.


Bolton was appointed in August 2005 and stayed until the Senate went out of session in December 2006.

The Senate remains in session because of the budget negotiations. Nothing to do with Cabinet appointments.
