Trump now wants to build his steel slat fence with "Shutdown money." #25thAmendment

President Donald Trump is now suggesting that he can now build his wall with “shutdown money” along with other “funds on hand” in an afternoon tweet.

Trying to take advantage of employees who are going without paychecks, the president seems to believe he can transfer the funds to his pet project.

“The Wall is different than the 25 Billion Dollars in Border Security. The complete Wall will be built with the Shutdown money plus funds already in hand. The reporting has been inaccurate on the point. The problem is, without the Wall, much of the rest of Dollars are wasted!” he tweeted.

In previous shutdowns, there has been back pay for people who worked while furloughed or who are salaried. There is also the non-employee costs that will not be incurred in some areas.

The thing is, the costs overall will be more and there will be no surplus as he seems to be thinking.

if the allocated monies aren't spent they go into some sort of slush fund he can draw on for whatever he wants. I suspect he ran his businesses that way (which may explain why they mostly went bankrupt); he hasn't seemed to catch on that he's not playing that game anymore.
