It is possible that they think that Romney invests in certain securities that invest overseas. How that differs from investing in a mutual fund that invests overseas I don't know, but apparently it does. The blocker corporation, as I understand from what I have read recently, prevents you from having certain kinds of tax liability.
It is merely a suspicion on the parts of some tax experts that this could be why Romney's IRA has so much money it -- because some of his IRA funds are invested overseas through blocker corporations that excuse Romney from paying taxes that he would otherwise owe on the high gains from those investments.
