They have no idea where those children are because they never, ever planned on reuniting them with their parents. It wasn't a bug, it was a feature. They thought it would keep people from coming in because they don't understand what they were fleeing.

A child doesn't just demateralize. Somebody has those children. They went to a home or an institution somewhere. They are somewhere with someone unless they were all murdered and then we have an even bigger problem on our hands.

Somebody knows where they are. You don't just have a child show up on your doorstep. Somebody took them. So they were separated and kidnapped or murdered, but someone knows where they went and are.

They were transported and relocated. There has to be a paper trail. It may not contain any identifying details but someone knows something and I would bet my life on that.

They are somewhere. The people who know where these children are, are hiding in plain sight. And they are evil for having given the manufacturers of this scheme, a way to hide the missing children.
