Today I left a hearing on homelessness & saw tons of people camped outside committee.
I turned to my staff and asked if it was a demonstration.
No, they said. Lobbyists pay the homeless + others to hold their place so they can get in 1st.

(16,646 posts)I assume you mean that the fact of homelessness is "criminal" for a society such as ours. Not that the DC government has criminalized homelessness.

(16,646 posts)More than one local has tried to criminalize homelessness. They tried to make begging here a civil penalty. 1st amendment kinda put a kabash on that crap. It's technically still illegal to FEED the homeless without a permit.
