or the specific context in this instance.
Often it's used as a (cheap) reaction to someone's outrage after you said something outrageous. Basically, you said something offensive, someone responds to that and for a lack of a better argument, you just reply that this person is triggered. So yes, that is a fitting description for the Trump movement where you enjoy getting people upset.
