Russian Internet Block?

I am part of a UK message group about gardening... yes, it's bit innocuous, but many members keep talking about this Russian internet block? Riots? I've googled but the news seems spotty.

Anyone have some good info on this?

There has been a story recently about Russia re-organizing their connections to the internet so they can filter it / cut it off, etc. like the Chinese do. Perhaps that is the story you mean?

The Russians are supposed to be testing whether their internal networks and domestic civilian internet can function while isolated from the rest of the world.
