I understand the public Special Counsel report cannot disparage Trump...

It is, apparently, against DOJ policy to indict a President and publicly disparage unindicted individuals. That will make it impossible for the report that Barr releases publicly to list any of Trump’s wrongdoing.

That said, is the private report that Mueller gives to Barr bound by any such policies? Do we expect THAT report to have all the details about Trump’s complicity? And if that report does contain such information, is it likely to be made public by officials not bound by DOJ policies?

The Federal prosecutors are getting handed all sorts of stuff for action or additional investigation.

Just because Mueller can't get anyone directly connected to the Russians to admit that Trump directed or participated doesn't mean they can't go further.

Manafort is likely afraid of a Putin cocktail, but others could admit the links if facing unpardonable state charges and hard jail time.

It's an old legal opinion that is not necessarily binding. Mueller's report will explain why he indicted certain people and not others. If Trump committed crimes but was not indicted, presumably the report would say so and explain the reasons.

DOJ policy is not to say anything about people who weren't indicted, so if Trump is not indicted, the portions regarding could be redacted. On the hand, since it is a matter of great public interest, the AG can override DOJ policy and release the full report.
