So....highly speculative question considering the report hasn't been released to the public yet.

Let's just say it does indicate that there were conspiratorial acts between members of the Trump campaign and Russia, but it was leaving any discretion to prosecute to the various districts under DOJ control.

Which district would have the most basis for jurisdiction?

If Trump was based in New York and we consider things such as the Trump Tower meeting as overt criminal acts, does that mean SDNY holds jurisdiction?

Or is it simply considered an act against the country and because the country is centralized in Washington DC, it would be the DC District that controls.

I know I'm getting ahead of myself but I just get the nagging sense that Mueller didn't go all this way for nothing, and just because he considers his own work to be done doesn't mean others in the DOJ are anywhere done, including as it specifically relates to Russia.

That is a far cry from saying the report says that the DOJ under regular prosecutors cannot consider filing charges based on the filings.

Bottom line it that is too early to say one way or another. My scenario is speculative, but ultimately we have to wait for the report.

Special counsel Robert Mueller has concluded his investigation and will not file any more indictments in connection with his inquiry into Russian interference in the 2016 campaign, NBC News reported on Friday, citing a senior U.S. law enforcement official. There are no sealed indictments.

It is possible that leads uncovered during the special counsel's inquiry and handed off could lead to charges brought by state prosecutors or other parts of the Department of Justice. But Mueller has no more indictments waiting under seal, and he will not recommend any further indictments, multiple outlets reported.
