Somebody in his inner circle has convinced him to let the Democratic majority in the House go to extremes to demand the report, then find out that it's essentially a nothingburger as far as things we don't already know about, like Manafort, Flynn, etc.

Then, Trump will crow, and it has a better chance of deflating Congressional investigations for the next couple of years.
