McConnell doesn't commit to allowing amendments; he's setting up ability to go nuclear to shrink debate time for lower level exec noms and district court to 2 hours instead of 30.

McConnell complained Democrats have engaged in unprecedented obstruction in the history of the country and says it will not stand.

Harry Reid said something very similar about McConnell engaging in nullification efforts with regards to CFPB, DC Circuit, etc. ahead of the nuclear option deployment.
