Justice Department rule that says a sitting president shouldn't be indicted. That's it. That's why Trump picked Barr, who position on this was well known, for the job. But Mueller very clearly said that his report does not exonerate the president. Which basically means, Trump obstructed justice, but since Barr's in control and believes the president should be a dictator, he won't be charged.
