Carpetbaggers was a word the defeated Confederates used against people from the North who came to the South to support measures aimed at democratizing and modernizing the South – civil rights legislation, aid to economic development, the establishment of public school systems.[

Carpetbaggers did not go south to "democritize and modernize the Sout with civil rights, economic development, etc."

Carpetbaggers went south to profitize the chaos and disorder there. They were the original Disaster Capitalists. Well, probably not the original ones, they've been around for centuries, but you get the drift.

Eric Foner, Reconstruction: America's unfinished Revolution 1863–1877 (1988) p 296.

The full quote: Most carpetbaggers probably combine the desire for personal gain with a commitment to taking part in an effort "to substitute the civilization of freedom for that of slavery". ... Carpetbaggers generally supported measures aimed at democratizing and modernizing the South – civil rights legislation, aid to economic development, the establishment of public school systems.

I will take his word for it
