If Barr ordered Mueller to end his investigation, wouldn't that have to be in Mueller's report?

I suppose it's possible the report went all mealy-mouthed and passive voiced: "a decision was made to end the investigation", but I don't think it did.

In the early 1990s, that is what John Kerry did in his report on BCCI and international money laundering. His investigation ended when his sub committee on money laundering and terrorism was ended by the chair leaving him with no subpoena power. He and his investigators took what they had on BCCI to NYC DA Bob Morgenthau who continued that work. They also wrote a long report that included that list.

A Mueller list would be fascinating. It would suggest the breathe of Trump problems on this issue.

Or they could have cut the budget little by little or all at once, forcing people out and ultimately ending the investigation entirely.

The AG could have fired the SC. That didn't happen.
