(43,049 posts)impeachment is largely a political process, not so much a legal one. The Framers deliberately left "high crimes and misdemeanors" undefined so it would be whatever the House says it is.
And then there's the 25th amendment-- if a President refuses to do his job.

Where is the GOP outrage for such a waste of Tax Payer money?
And Trump-Ass bitched about all the Golfing and vacationing Obama did to the tune of $96 million over 8 years. Let us not forget that!

But still, I think he violated his oath of office.

(12,344 posts)So, sure, that's an impeachable offense. The phrase "high crimes and misdemeanors" is from British impeachments, where misdemeanors may have had its original meaning of "acting with bad demeanor," or, in modern terminology, being an asshole.
